I bought $300 gift cards and store in my Target account. It was stolen (target IT is not secure) and Target refused to take any responsibility. I store my payment info with many platforms and Target is the only one have security issue.

You should file a police report and it's reasonable for you to "assume" Target committed fraud on you. Only this way it will get target's attention! Do yourself and others a favor. It's very easy to file a police report. No, you were scammed by a con artist and refuse to accept it was your fault. Giftcard scams are infamous and in-store cashiers are told to be wary of people buying multiple and high price giftcards. Unless you have evidence Target systems were infiltrated by a hacker, cope with your mistake.
