How to unlock after 60 days?

“Verizon device unlock policy is 60 days after activation.”
Must 60-day be in Verizon?
Or can the phone be transferred to other carriers after the activation ( such as 30 days later), and wait for another 30 days (total 60 days), then the phone will be unlocked?
