That is how T-mobile stores (independently run) work. Stores charge $30 activation fee for activation and upgrades (may waive if your buddy works there). And the phone is free to upgrade for qualifying accounts. I got 8 lines (they are free). Adding a line is about$200 value. That's why you get a better phone. Similar like contract+discount phone. Just different way to play the game.
