That one was cheaper because the processor is less expensive (faster or otherwise) and the screen is not touch. In case you haven't heard already - Apple is making a major hardware change this year, replacing Intel Processors with their own Processors. I would expect lot of great deals on Macs this year but the catch obviously is that this will soon be an outdated hardware (with Intel processors) and all the new software/focus from 2021 would be on the new hardware platform (Apple processors).

This is 8th generation i5. 2018/2019 Macbook Air is bit lighter and thinner, the fan works better. Apple did a price cut of $100 for 2020 Air. So technically, the 2020 Air cost less from release date.
Air 2020 has magic keyboard with better graphic, though missing task bar compare to Air 2019.
Some review says the Air 2019 performs better than 2020 due to the fan/heating issue.
The biggest difference between the two COSTCO deals on MacBook air is this 8th g i5 has 8G RAM, vs. the new 10th g i7 deal comes with 16GB of Ram.
