Fujitsu but not Panasonic owns the Japan FDK factory that makes both brands. NO. Eneloop has exceedingly good reputation in rechargeable batteries. Worth every penny. I won't bother EBL even if you gave them to me for free (risk of leaking battery destroying the device they are in can cost you far beyond the saving on battery) //@Anonymous: This is not a deal.
