I think because states don't have digital filing system like federal. My experience (and if I remember correctly is, each copy you purchase allows unlimited federal tax returns to be completed but only 5 different federal e-files and even though it has the state program (as long as its purchased on the same purchase) you can create many of the state (1 state that you purchase) returns (only 1 state per purchase) but there is an additional charge for the state e-files
so 5 federal e-files with purchase
0 free state e-files (additional cost required per ea state e-filed) And also additional software purchase cost if multi-pal states

Yes, all Disc/Download TurboTax products can handle investment info, though TurboTax suggests having a Premier version to handle investment transactions.
