What does the certified refurbish people do on the abnormal hard drive? Just plug & play to see it can read and write data?

Certified hard drives have lots of masked bad sectors. When I clone the certified hard drive, the process was stopped by the software, because of numerous bad sectors.

We got one before. But it died after a few months. Mailed to the Recovery and was told the damage couldn't be recovered. Lost 2 years important data, including kids videos.

I have experience with 4 external HDD (from 3TB to 8TB). The only one that failed within a year was a Seagate. The other three WD are still working fine after 5+ years.

I had a 8TB Seagate external hard drive, and it lasted only 1 year. I lost my precious data.
