Condenser fins not getting dirty and debris on off seasons is useful. It’s shown here because it’s on sale not because it’s not needed. Also, if a condenser “burned out” then the condenser had issues beforehand. They are supposed to get hotter than it is outside and if it doesn’t cool the refrigerant back to liquid it shuts down not “burn out”.
