That has always been the case //@Anonymous: I bought this from Newegg when an earlier deal was posted, but was disappointed it only included the download for the state software. It’s demanded an additional $19.99 to actually file with the state. The federal worked fine.

I think because states don't have digital filing system like federal. They have to print your forms out, mail them to states and charge you for the service. //@Anonymous: I bought this from Newegg when an earlier deal was posted, but was disappointed it only included the download for the state software.
