Absolute alcohol (100% or 200 proof) is not effective at killing microbes. There needs to be some water to destroy the membranes of the microbes. Nope you’re both wrong. Ethanol (Ethyl) does not need need have denaturants to be sold to the public. Ethanol in over the counter products must to deter children from drinking it and getting alcohol poisoning. There is no such thing as a bad fermentation process. You have denatured ethanol or isopropyl alcohol for alcohol based hand sanitizers - smell should never be an indicator of quality. WHO formulation is what the FDA granted emergency use for.
