If you qualify, you will see this notification on the top of your screen on the checkout page -

Congratulations, your purchase qualifies you for an Amazon.com credit. A one-time $15 promotional credit will be automatically applied to your account and emailed to you within three (3) days after shipping.

I saw same error when applying that code. I placed the order and didn’t see any message to indicate the $15 credit. I have to redeem the gift card to my account. Anyway, nothing lose. //@anonymous: When I check qualify page - I am qualified. But when I try to apply the promo code, it says "The promotional code you entered cannot be applied to your purchase"

I'm able to use the code on my new accounts where I didn't buy gift cards in the past. Message says I will be getting the promotional value of $15 within 3 business days.
