Toilet paper too soft are prone to fall apart while you wipe. They need to have some strength while not rub against your skin. //@Anonymous: No. Toilet papers need to be soft and absorbent yet firm. Oils and other crap make them fall apart and less functional to pick or absorb your solid or liquid waste.
