If the item you select is eligible for the $5 off, when you get to checkout, it will automatically show do you want the $5 off and you click the box yes. I had to pay with Ebay's new payment system on the item (not paypal) but it did work. //@Anonymous: I was just able to use it on an indoor/outdoor weather station and got the $5 off so it does work on some items.
