Best Buy is giving this discount with the requirement activating it through BestBuy so that they can get some commission back. This is good for those who want to add a new line, not good for those who just want to replace their old ones.

If you activate on your existing carrier (add a new number on existing account), you can cancel the new number anytime after activation. There's no service term commitment. The only penalty is the activation fee, and you keep the phone.
