I bought a similar one 2 days ago from officedepot. It shall be new. But I got a open-box, and windows 10 1703 was installed in May and some other softwares were updated in September.

Why do you say that? I have 40" 3840x2160 monitors, a 32" 3840x2160 monitor, 30" 2560x1600 monitors, 27" 2560x1440 monitors, and many others of various sizes, resolutions, pixel densities, panel technologies (e.g. IPS, VA, TN, touchscreen) and aspect ratios. I have bought monitors ranging from $50 to $1500 apiece.
