Packaging isn’t the way to tell authenticity. They use specific fonts and locations of print on products. If you think an OEM 5w charger is counterfeit at $11 you may have trust issues. If someone can duplicate this why bother making counterfeits? Who has the facilities to make these and why would they dodge getting caught if they can just make another brand? Really don’t know what bulk packaging means? These are not for retail stores. Some is for replacements and warranties but still can be sold as new.
