Yes, it can run Steam, but since the Snapdragon X uses ARM architecture, it has to "translate" most games to work. While indie and older titles run great, competitive games with anti-cheat software (like Valorant) often won't launch at all, and heavy AAA games will struggle without a dedicated graphics card. //@Anonymous: Does anyone know whether it can run Steam?

You can definitely ask for one. This actually is exactly what I use for work. The only thing preventing you from getting one is to lazy to set up a new machine. As for using your own machine for development, that’s not an option.
