The discount may be on the form of 24 months credit and the phone will not be unlocked until it all pay off. You will not able to pay off early and get the discount which is spread into 24 months.

You can go to any Costco & go to where they sell phones; if you want to you can pay the full amount of the phone. There is no string attach if you choose to pay full amount immediately After 2 months call T-Mobile to unlock your phone.
