Yes, as long as you're connected to wifi you can call and text with no extra charge to US numbers, just like when you're in the US. But if you're not on wifi, you'll charged with roaming. Trick is to set your phone on airplane mode and wifi only, and use another phone for a local SIM. I did this last year when I was in Asia. Didn't get any international fee. Metro Flex Plus plan cost $70/month. You need to pay $50 if you want to change to lower rate plan. Not sure which plan will be allowed to move, since lowest Metro Flex Start still cost $50/month. Be careful on their fine prints.
