Yes, as long as you're connected to wifi you can call and text with no extra charge to US numbers, just like when you're in the US. But if you're not on wifi, you'll charged with roaming. Trick is to set your phone on airplane mode and wifi only, and use another phone for a local SIM. I did this last year when I was in Asia. Didn't get any international fee.
