Why don't you change the rules in western countries? //@anonymous: We were not allowed to use any calculator (even simple shopkeeper’s) in 9th-12th grade, we did PDE, curves by hand.
In Engineering, we’re allowed to use “scientific” calculator which could only do exponential (base x) calculations.
When I moved to Western country, I was shocked to find that there are calculators which can do curves, pde, matrix … still happy that I did by hand.

Because this is the standard tool for high school/college math education. Each school district/university has invested tons of money to buy these calculators. You can use those calculators for whatever you want, but you can't use those on tests. People know that if they want to pass the tests they need to learn the math.
