HP does not provide OS install disc

I ordered HP desktop (1st time) and got it today.
But it does not come with OS installation disc.
Their support said HP does not provide reinstall disc, what I can do is to create a recovery disc using their preinstalled tools, or order online, about $15.

I do hate this! I ordered over 50 Dell PC's, all come with installation disc. Without installation disc, how can I prectice installation of windows 7, I think that should be a part of the product function which deprived by HP.
