I use it before the oil change. 1oz for gallon. After you applied the treatment until the gas tank almost empty, fill up the gas again and take it to oil change. Still owe sales tax in most states. PA sales tax is 6% (7 in Pittsburgh and 8 in Philly!) but on car leases there's a further 3% or 9% in most of the state. //@Anonymous: So, for 27 months, it will cost $299*27+$3000=$11073, it's not bad.
